Why this page was created
This page was created because the red link in the editing page that leads to this page has annoyed me. I was careful to not introduce any new policy to this wiki that was not already in place many years ago. Everything I wrote is based on information that was already written down elsewhere in this wiki. I picked CC BY-SA 3.0 Unported because there is a image in the bottom right corner of the webpages that leads to this exact license.
